Cynthia HallPresident & Board Member
Ms. Hall is the President and Chairman of the Board of Directors of Z FEDERAL. Reporting directly to the Board, she is charged with full responsibility of the Company’s overall growth while providing corporate leadership and vision. She began her tenure with Z FEDERAL in 1989, and since has been integral to the Company’s successes. Before being named to her current position, Ms. Hall held the position of Vice President, where she was signatory of the Company and oversaw all operations. Since 2010, Ms. Hall has been Z FEDERAL’s lead in the areas of Organic Growth, Program Management, Contract Management, Business/Cost Proposal Development, Finance, Accounting and Human Resources. Ms. Hall has over three decades of contract performance in the Federal Government. She attended Louisiana State University with a concentration in Sports Management. She possesses numerous training certificates in human resources, Earned Value Management (EVM) and contracts administration and has performed as an independent, expert management consultant to small and small disadvantaged businesses. Ms. Hall is passionate about serving the community where children are directly impacted. She has served as a Board Member for non-profit organizations.
Joseph J. BrossFounder, Board Member
Mr. Bross currently serves as a Member of the Board of Directors at Z FEDERAL and provides the current Executive Leadership team with history and context for its historical Federal government contractual activities performed by Z, INC. as one of the Company’s founding partners. Mr. Bross co-Founded Z, INC. (now Z Federal) in March 1983 along with business partner, Alan Naney. For over 34 years, Mr. Bross served as Executive Vice President and Chief Executive Officer and was responsible for all corporate operations and business development activities. He was instrumental in creating long-standing, healthy customer relationships at the U.S. Department of Energy (DOE) and the Federal Deposit Insurance Agency (FDIC)and strategic business partnerships until November 2017 when he sold his equity stake in the Company to the Z, INC. Employee Stock Ownership (ESOP) Trust knowing that the transition of ownership to the ESOP would ultimately benefit Z FEDERAL’s new ESOP Employee Shareholders. Mr. Bross possesses his Project Management Professional (PMP) Certificate, a Juris Doctorate (J.D.) degree from the University of Baltimore, an M.B.A.from the University of Delaware, and a B.S. degree from the University of Maryland and is a member of the Maryland and American Bar Associations.

Jocelyn BrannanHuman Resources & Operations Manager
Ms. Brannan is Z FEDERAL’s Manager of Human Resources and Operations. She has been supporting the company in this dual role for the past 10 years. Prior to joining Z FEDERAL in 2011, Ms. Brannan demonstrated a diverse experience working with accounting and government contracting systems for over 30 years. As Human Resources Manager, she is the primary point of contact for Z FEDERAL’s diverse employee base. She is involved in all phases of the employment life cycle including management of the new hire process, employee benefits administration including ERISA-driven retirement plans such as Z FEDERAL’s Profit Sharing/401k Plan and its Employee Stock Ownership Plan (ESOP).
As Operations Manager, she is responsible for the overall performance of the company’s Headquarters in Greenbelt, MD and provides administrative and technical support to Z FEDERAL’s Management Team. Among her wide portfolio of tasks, Ms. Brannan is Administrator of Z FEDERAL’s Company-wide system for managing time, expense, projects, people and financials. Utilizing Unanet, she performs all corporate accounting functions including accounts payable, accounts receivable, payroll, revenue analysis, and month-end closing. She also oversees all corporate and facilities operations. Ms. Brannan possesses a B.S., Business Administration with a concentration in Finance from Towson University.
Josh FrederickDirector, Corporate Growth and Development
Mr. Frederick is Z FEDERAL’s Director, Corporate Growth and Development. He is a highly accomplished sales professional beginning his career at Advance Business Systems, where he had a successful 20-year career establishing himself as one of the top producers in the history of the company. During his tenure at Advance, he managed some of the company’s most prestigious and highest revenue-generating accounts.
In August ’21, Josh joined Z FEDERAL and is responsible for identifying both meaningful new business opportunities as well as cultivating client and strategic partner relationships. Josh graduated Magna Cum Laude from Dickinson College ’00. Josh is passionate about giving back to his community and mentoring children. He has coached youth sports for 20+ years and recently created a mentorship program for high school students who have a strong desire to coach and positively impact their community.
Yvonne SislerDirector, Quality | Energy Analysis and Infrastructure Protection
Ms. Sisler is Z FEDERAL’s Director, Energy Analysis and Infrastructure Protection as well as Quality Manager. She is an Energy Industry professional with 25+ years of Global Energy Industry experience and has traveled to all major consuming and producing countries and has lived overseas in Bahrain, Senegal, and Brazil. Ms. Sisler has advised large and medium energy and energy consuming companies, government agencies, finance institutions and global forums on competition, energy security, and market trends. During her career Ms. Sisler was the Senior Strategic Advisor and the only non-National Oil Company representative to the National Oil Company Forum. Providing superior client support in liaising with high-level officials (EVP, Minister, COO, CEO) to promote cooperation, ensure understanding of issues and nurture engagement on best practices and operations. Ms. Sisler is an experienced Program Manager overseeing Z FEDERAL’s efforts within the Department of Energy and Energy Information Administration EOP IV task orders including developing process and procedure documentation, project planning, team
